When Paradigm’s founders approached us with their vision for a next-generation criminal case management system, we began a collaborative effort to build a tool that could support prosecutors’ daily work and lead to more consistent, fair outcomes.
The Result
A comprehensive digital product ecosystem that integrates case processing, evidence management, and diversion programs, all while thoughtfully leveraging AI to reduce administrative burden. Our human-centered design approach identified critical pain points in the prosecutorial workflow and transformed them into opportunities for efficiency and better outcomes for defendants and jurisdictions alike.
Marrying Paradigm’s legal expertise with Arcweb’s digital product capabilities, we created a case management tool that empowers prosecutors to focus on justice rather than paperwork. The prototype and supporting materials equipped Paradigm with everything needed to secure funding and bring their vision to life, demonstrating the power of AI-first solutions to transform complex, high-stakes industries.
Paradigm, a mission-driven startup founded by Daniel Davis, Rory Pulvino, and Jarvis Idowu, veteran prosecutors and technologists in the criminal justice field, approached Arcweb Technologies with a bold vision: help design a next-generation, AI-native case management system specifically for criminal prosecutors that would promote fairness, strengthen public safety, and improve decision-making through modern technology.
The Challenge:
The criminal justice system faces a critical technological gap. Legacy case management systems used by prosecutors across the country are outdated, unintuitive, and fail to support the humanity of criminal justice. These systems operate in silos, lacking integration with courts, evidence management systems, and—most importantly—diversion programs that can provide alternatives to incarceration.
Incarceration is a costly outcome costing a median of $65,500 per inmate in the United States (source: Metrasens) and disrupts communities and families alike. Paradigm aims to be the first outcome-oriented case management system, helping prosecutors explore options to reduce incarceration, take advantage of extensive diversion programs, and potentially save jurisdictions millions of dollars in the long term.
Prosecutors, like many attorneys, spend a significant portion of their time on administrative tasks, which can consume anywhere from 28% to 48% of their day, depending on the study. This results in fewer hours for substantive legal work, according to Legal Edge Services and The Indiana Lawyer. Additionally, some jurisdictions remain primarily paper-based, making the need for streamlined digital workflows even greater.
Arcweb collaborated closely with the Paradigm team to design a comprehensive prototype that would serve as both a blueprint for future development and a compelling visualization for potential investors. Our approach focused on creating a low-friction system that streamlines prosecutorial workflows, promotes fair outcomes, and reduces unnecessary incarcerations.
Along with the prototype, the design team was tasked with creating the brand identity for Paradigm. This would drive the look and feel of the platform and create a foundational system that would inform all brand collateral.
This was a design-led engagement, but we planned for what comes after. Beyond the prototype, we validated the tech stack, defined the system architecture, and delivered a development backlog—giving Paradigm a clear path from concept to build.
Our first challenge was to understand the criminal justice system thoroughly. We mapped out the intricate flow of cases through the legal system—from arrest to disposition—identifying pain points, inefficiencies, and opportunities for innovation.
We faclitated several intensive in-person and virtual co-design sessions with the Paradigm team, leveraging their extensive prosecutorial experience. These collaborative sessions generated a wealth of ideas and ensured that the solution would address real-world challenges faced by jurisdictions across the county.
Our team created detailed user journeys and system flows, establishing a blueprint for the platform. This step aligned stakeholder needs, user requirements, and the technical architecture while also planning for external system integrations and keeping the prosecutor’s workflow at the center.
We developed a robust end-to-end prototype that visualized the complete user experience. Through multiple iterations and refinements, we crafted a user-friendly interface that simplified complex workflows while highlighting opportunities for AI assistance at every step.
Beyond the user experience, we built out a comprehensive development backlog and technical estimate to guide the future build phase.
